Junk e-mail pulldown empty, etc.

The inbox context menu entry for junk e-mail has an empty
pull-down list (just a gray square). The inbox organize
toolbar button displays only Using Folders, Using Colors,
and Using Views; there is nothing about junk e-mail. The
Tools menu does not have a Create Rule entry; thus there
is no way to create a rule. These seem to be related.
Another XP system does not exhibit this problem.

Windows XP Professional is up-to-date as of 7/2/03
5.1.2600 SP 1 Build 2600. Office XP Professional is up-
to-date with SP-1, SP-2, and 3 subsequent updates 2002
(10.4712.4219)SP-2. I've uninstalled and reinstalled
Office XP and the updates. The Office XP installation
was a complete one.

Mysteriously, all the problems disappeared except that
the Create Rule... item in Tools does not result in a
dialog box, so rules cannot be viewed or edited. Also,
Outlook's send/receive function only checks two of four
email accounts, Personal folders (MAPI) and earthlink,
not the two cox accounts. In addition, the E-mail
accounts dialog does nothing on Set as Default, Move Up,
and Move Down, even though the buttons are enabled.
Something very squirrely is going on here.

Curiouser and curiouser! After a restart, the Outlook
behavior is as stated in my latest posting. Then, after
a period of use, it degrades to the original posting.

In neither state does outlook attempt to receive email
from my 3rd and 4th email pop's. And the Move up and
Move down buttons of the e-mail accounts dialog do
nothing although they are enabled. When the third email
is selected, Set as default toggles the default between
the first two.
