.jpeg problems

[stuck with xp]

How can I restore my system's ability to save known .jpeg
files as such. Mine too saves them as bitmap. I tried
system restore and it worked...for a while but now I'm
back to the same problem. I know that some images are
saved as bitmap so, shouldn't my system recognize that?
What can I do Microsoft?
