Probably not directly, but you can open the JPEG file in Paint, save as
bitmap file, BMP, and rename the *.BMP file as *.ICO. I just tested it
out and it works.

The handiest way I know is/was Right Click Image Converter, however it
appears the proggie has a new name I have not used yet...

Irfranview will do it for free,it is also a great photo viewer and if you
install the plugins you can get rid of quicktime.
