My friend is having problems saving pictures. Even after she deletes her
temporary internet files, the only options for most .jpg files to save as are
..bmp and .art files. GIFs and a few jpegs are fine, but what about the
others?

..art files is an AOL thing.

AOL .art Image Files

[[If you wish to view files in normal rather than compressed format all the
time go to the AOL option: Members|Preferences|WWW|Uncompressed Graphics and
select it. All images will then load in their native format instead of the
compressed (and often terrible-looking) .ART format.]]

In the Tools menu select Internet Options.
Click on the Advanced tab.
Uncheck Enable Automatic Image Resizing
Uncheck Enable Image Toolbar.
reboot
that will fix the problem. There is a memo about this on the knowledge
base. Once you do this then deleting the temporary files will fix it each
time.

What do these two items have to do with jpgs Saving As bmps?

Does this memo have a KB number?

Automatic Image Resizing
[[Specifies that you want Internet Explorer to automatically resize large
images so that they fit in the browser window.]]
[[If you open pictures directly that are too large to display in your
browser window, automatic resizing makes them fit. With this feature, you do
not need to scroll horizontally or vertically to view large pictures. In
addition, if you view pictures that fit within the browser window and then
change the window size, Internet Explorer automatically adjusts the pictures
to fit the new window size. To prevent image distortion, Internet Explorer
also adjusts both the picture height and width (even if only a single
dimension needs adjusting).]]

Image Toolbar
[[Specifies that you want to turn on the image toolbar in Internet Explorer.
The image toolbar makes it easy to print, e-mail, and save images from a Web
page.]]
[[You can use the Image toolbar in Internet Explorer to quickly and easily
save pictures, print pictures, and send pictures in e-mail messages or view
all of your saved pictures in the My Pictures folder. When you point to
pictures in Internet Explorer, the Image toolbar appears to provide you with
instant access to My Pictures functions.]]
