Joystick on USB Intermittant

I have tried and tried everything I can think of HELP
PLEASE.
OK here is the problem. I am installing a new USB joystick
and it recognizes it for a few minutes then it uninstalls
it for a few seconds and then it works again. It will keep
popping in and out forever if I let it. I have reinstalled
the drivers several times updated to SP1a, removed all my
usb drivers and let windows refind them and even bought a
different USB joystick and still have the same result.

Specs
MSI 6380 main board
Athlon 1700+
2x512 ram
DVD drive
CDRW drive
Win XP with SP1a and all updates

You probably have another piece of hardware sharing the same IRQ as the USB
port. If the USB ports are on a card I suggest moving the card. If the USB
ports are mounted or plugged into the motherboard I suggest moving some
other card that you may have in your computer, the sound card would be an
example.
