Joining queries

I am going to generate a report based on two separate queries. For that i am
generating one query based on those two. but if there are no values in both i
can not get the available values. How can i over come this

Are the two queries related? If not, you could generate one report based on
one, a second report based on the other, and "embed" (as a subreport).

If they are related, and "if there are no values in both", what would you
have to report?

We're not there, and can't see your data, nor the SQL statements for your
queries.
