JEP - Rules and Permissions Issue

XP - Service Pack 2 A while back I sent in a complaint/question that one of
my Rules would report I didn't have right "permissions" to run the Rule.
Some kind person sent me a link for a fix. I thought I installed it and had
it fixed but still have the problem. My profile is logged in as
administrator so I don't know what to say. Does anyone know of this "fix",
where it is and if there are any suggestions beyond that fix for this issue?

What's the text of the rule?
