I need to know how to recover the files deleted from
the 'teddy bear viurs'. Altough, it is not neeeded for
XP to run, it has effected military property and needs to
be corrected.

It isn't a virus its a hoax - jdbgmgr is part of your OS - specifically the
java debug manager - do not delete it
