java problems

For about the past month I have been battling with java
problems. If you click on a java link, IE flickers like
it is trying to open the new page, or applet, but that's
it. I have uninstalled java and reinstalled. I tried to
reinstall IE (on XP)as per site instructions, but was
unable. Even after changing the "IsInstalled" value to 0,
I still got the message that IE was already installed...
I have lowered the security settings to low, for Java. I
just don't know what else to try. Any suggestions would
be greatly appreciated!
