Java is nowhere to be found

I cant find Java anywhere. IE wont load anything that is
run by Java but it also doesnt prompt me to install a
java reader. ive tried to use the microsoft website to
get something loaded but no success. i've tried to
download the java virtual machine in various ways,
various times- but still no luck. its driving me crazy...
know anything i can do?
I have windows XP
