I am having trouble installing Java on my computer running XP. When
installing I get a message that says "Java runtime environment cannot be
loaded". I tried installing in safe mode and get a message "the system
administrator has set policies to prevent this installation". I am the
administrator--what changes do i need to make to install Java?

Uninstall JAVA completely. Go to Add/Remove Programs and Remove anything having
anything to do with JAVA or JRE. After that's completed, restart the system then go
here to reload: http://www.java.com/en/download/installed.jsp

I've tried that a few times. I've also tried installing in safe mode and
also the "offline" installation". I also get the "java plug in fatal error"
message.
