As far as I am aware you cannot "upgrade" from one regionalized version to
another.
You need to purchase a full retail Windows XP in English and do a clean
install.
Caution - this may result in the loss of data and applications - ensure you
have adequate backups and ability to reinstall al applications etc.

You cannot upgrade from one language version of the OS to another,
so you'll have to purchase and use the full version of English WinXP
to perform a clean installation.
