Right click a blank space on your desktop, click Personalize, in the screen
that opens, under tasks, in the left column, click "Change Desktop Icons,"
put a check next to Recycle Bin, click apply and ok.
Right-click desktop
Choose Personalize
Choose Change Desktop Icons in the Upper Left corner
Make sure there's a checkmark next to Recycle Bin and press OK.
If there already is then I don't know, one of the MVPs will have to help ya.

Tif there's already one there, remove the check, click apply and ok, then
place the check their and click apply and ok and that should restore the
icon.
Failing that, if this is a relatively recent issue, the OP can try using
System Restore to take the system back to a time when the icon was still on
the desktop, Start Menu\Accessories\System Tools\System Restore.
Recently had the same problem and went into personalize,change icons (upper
left hand corner) unchecked next to recycle bin, hit ok then rechecked it
and hit ok suddenly it was back.......Go Figure !!!........Just my 3 cents
