items on desktop wont open--no error message

I'm having trouble with my new xp. I am having a hard
time starting programs from the shortcut on the desktop.
I get a cursor change ( the hourglass) for a second then
it goes away and the program will not start. Any ideas
what this could be. ( I have a brand new hard drive but
it was doing this with the old hard drive as well) I
have thoroughly scanned for viruses and there are none.

Make sure that the desktop shortcut is pointing to the correct file.

Try deleting the shortcuts that do not work from your
desktop, and then create new shortcuts for those same
programs.
