Issue with the overall Administrator account

Have one but it has no better power then an account with admin rights. The
over all admin should have more options.

What happened to create this.

Last install of windows I swapped the names of "guest" and "adminstrator".
This install I just did an upgrade install over the last one, expecting
nothing much to change in the settings. This was wrong.

The install made the current account named "guest" a "guest" account. How
ever when it made the "administrator" account it just made an account named
that with just admin rights...but still have to log into it as if it's the
over all administrator.

It's normal. All administrative accounts are equivalents of one
another. There's no such thing as a "super administrator."
