ISP and ports blocking

After modifying the port of my file sharing it began to work.
Is it possible the my ISP blocks this port?
Is it common that ISP's block some "problematic" ports in order to save data
load?

entirely, a lot of ISPs block ports that are common to P2 file sharing usage.
