Is this really an Access error?

I'm in the habit of sending my son an Access database in a Winzip
self-extracting file.
Microsoft Access

Microsoft Access cannot open this file

This file is located outside your intranet or on an untruxted site.
Microsoft Access will not open the file due to potential security problems.
To open the file, copy it to your machine or an accessible network location.

Since Access shouldn't yet be involved, since I'm just trying to use Winzip
to extract the file, I wonder if it's really an Access error, or maybe an XP
error?

He recently had his OS re-installed by a repairman. The Winzip .exe file
works OK on my machine and on his machine at work.

Any ideas?

The "error" (actually, a security warning) is part of ACCESS.

He needs to copy the zip file to his hard drive and then try to open it. If
he tries to open it while it's still an attachment to an email, the security
warning message will appear.

He has copied it to his desktop. I know this for sure (I'm not at his PC),
because it is sent under thename MyFile.exe_file. He has to rename it
before anything will happen when he double clicks. He does this a lot, and
I asked specifically about whether it was on his desktop, etc., et.

If he has Serveice Pack 2 for Windows XP installed it "Blocks" all
executable files that come from other systems whether that be Email or being
dragged from the network. You have to right-click on the file, view the
properties, and press the [Unblock] button in the lower right. Then the
file will work.
