Can not open mdb

I get the following message when I try to open a database.

Microsoft Access cannot open this file.
This file is located outside your intranet or on an untrusted site.
Microsoft Access will not open the file due to potential security problems.
To open the file, copy it to your computer or an accessible network location.

I received the database by email and stored in on my hard drive. I can not
open it and I do not know why it thinks is on a intranet or an untrusted site.

I downloaded a database from a reliable source on
the internet via FTP (File Transfer Protocol, not
email). The version was Access 97. I received the same
message when I tried to open as when I tried to open
an Access 2000 database that I received via email. I poked around & I
figured it out.
This appears to be a new security implementation on patch 2 for XP
I right clicked on the database, clicked on
Properties, and at the very bottom there is a new
button, "Unblock." I clicked the Unblock button and
clicked the Apply button and it worked.
It appears to be on databases that are brought into
the PC via the internet.
