Can't open access file

Error:
"Microsoft Access cannot open this file.
This file is located outside your intranet or on an untrusted site.
Microsoft Access will not open the file due to potential security problems.
To open the file, copy it to your machine or an accessible network location."

I have had this problem before and successfully used the suggested
resolutions:
-add the network share to trusted intranet sites.
-In I.E.>Tools>Internet Options>Security>Local Intranet> Uncheck
"Automatically detect..." and be sure all boxes below it are checked.

However, this doesn't seem to work when the user has I.E. 8 running Vista.

Any suggestions?

Try right-clicking on the file in Windows Explorer and choosing Properties.
Then uncheck and Read Only and click on Allow Blocked File.

I guess I don't understand.
When I right-click on the file in Vista and pick 'properties', I don't see
any "Allow blocked file" option.
