Is this a display card problem?

When I switch on the computer, more often than not the monitor is blank,
though I can see the computer running. To get the screen to display I
have to hit the reboot switch, which will take me to normally where
windows start. (In this case the NVIDIA logo appears before the windows
splash screen)

When I try to turn off the computer, after logging off user, the "turn
off computer" screen of 3 button choices won't appear, and the machine
appears to hang. I have to reboot and get the start screen then turn
computer off again.

Operation system WindowsXP pro SP2, display card GeForce4 M440

When you boot the computer is the monitor power light amber or green? If
it's amber it means there is no video input signal to the monitor.

I turned off and restarted the computer just now, and it loaded all
right, so I can't tell about the lights.

But I had to reboot to turn off the computer, just the same.
