Do you mean Windows Messenger? If so then it is documented and you can find
a lot of information about this on the net. MSN Messenger is not documented
although you can do some sort of limited interation with it.
www.msnfanatic.com is a good starting point.

No AFAIK and IMO will never be

If so all other competitors would be able to include it on theirs messengers


There are several projects that have reverse engineered the protocol, do a
search for trillian
