Where can I download the Messenger API/SDK?

Is it available for .NET platform? Does plugins developed with this work
with MSN Messenger 6.2 and 7.0?

There isn't one (the last API documentation was for Windows Messenger 5.x). You can however,
find "unofficial" information (including some stuff in .NET) at MSNFanatic:
