Is there a way to set the subject line of all outgoing e-mail?

I am sending an e-mail with an attached report generated through Oracle
Reporting tools version 6i. I do not have a way of setting a subject line for
the e-mail in this version. Is there a way in Outlook Express of setting the
subject line for all outgoing e-mails to a fixed value? This account is only
used for sending the generated e-mail/attached reports e-mail.
