What do you mean by "utf8 is enabled?" UFT-8 is a transformation format
of the Unicode character encoding scheme. Some applications use it;
others don't. So far as I know, there's nothing to enable.
 
I was told this can be disabled on a 2000 OS or it can be working enabled on
a 2000 OS so I was wondering if there is anyway to see if there is a setting
of some sort on the 0S
 
You may have been misinformed, or you may not have got the whole story.
There's nothing to enable or disable in Windows itself, but it's possible
the UTF-8 can be enabled or disabled in certain applications.
