is there a way to see if utf8 is enabled on a ms server 2000 os if

not dns just the OS itself I was told that there is a feature that can enable
and disable utf8 on the OS not sure?
 
I don't know all that much about UTF8 but isn't it just another
transport protocol? It's enabled in the DNS configuration isn't it?
We'll have to wait for the MVP's...
