Is there a way to make a section break un-deletable?

Our company letterhead has a different format for the 1st and 2nd page. Most
users work with the paragraphs symbols not showing. Is there a way that I
can freeze the section break? Now they end up moving it to the second page
or deleting it and I have to fix it all the time.
 
Could you protect just the areas that you want to be "frozen" and allow
editing on the rest?
 
It is bad practice to use a section break this way. You can accomplish what
you want without using a section break. See
