Is there a way to allow only certain uploads?

My harddrive is intermittantly getting hacked.

I would like a program that would let me choose which information is
uploaded to the internet, and at what time.

I understand that some information must be uploaded in order to access
the internet. (when I log onto a server I must upload my ID and
Password, etc.) But I'd like to be able to choose what info is
uploaded and when.

I'm looking for a software (not a hardware) solution to this problem.
Unfortunately, I haven't heard of any firewalls that have this feature
within them.

Im looking for something like a 'software switch' that when activated,
would block all outgoing traffic from my computer, and when
de-activated, would allow all outgoing traffic.

I am using WindowsMe.

I probably could write a little application program that would
automatically clear the transmit buffer everytime it received any
data, but since I'm ignorant about Windows/C#/C++ programming, I'm
hoping that an application like that already exists.
