I cannot open a file that ends in ".eml" in Outlook 2003. The article above
fixes this in Outlook 2007 - is there a similar fix for OUTLOOK 2003?

What happens if you right-click the file, choose Open With, and then
select Outlook 2003 from that screen?

Outlook 2007 had a bug that required a hotfix. Outlook 2003 doesn't seem
to have had that particular bug.

EML files are just plain text. Open it (associate it) with anything you
want that can display text files, like Notepad. Attachments will be shown
within the MIME constructs (also all text) that are used to embed them into
the e-mail's body.

To associate the .eml file, do what Leonid says but with some modification.
When you see the Open With dialog, choose Browse and then pick Outlook or
select outlook.exe to use it as the handler program and be sure to check the
box that says "Always use" to remember your choice; otherwise, you'll have
to do it again with you next use Open With.
