Is there a freeware version of PC Inspector?

It gets mentioned from time to time in this group but when I go to
the website it seems to be chargeable.

Still free. You probably missed the bottom part of the page you
linked:

"PC INSPECTOR™ File Recovery 4.x is so-called FREEWARE. This means
that the software does not cost you a single penny.

It looks to me like it is still free (and maybe always was).
