Is there a decent HD cloning utility?

This is not specifically a win2k issue but someone might know.

I normally build my PCs with a FAT16 (2GB) C: partition with dos 6.2
on it, for specific old applications which I need.

Then I install win2k and in its install I create new FAT32 (I avoid
NTFS as it is very slow and the extra security is no advantage to me,
plus one ends up with weird drive letter enumeration) partitions to
use up the rest of the HD, e.g. 30GB, 30GB. If I have two CD drives, I
then automatically end up with

c: fat16
d: (CD)
e: (CD)
f: fat32
g: fat32
h: fat32
etc

If I try to clone the disk for replacement purposes with DRIVE-COPY
which should do an exact clone, it turns out that it doesn't. The
DOS6.x FAT16 partition is replaced with a DOS7+ one, and the partition
types get changed so dos6.2 no longer works. If I created logical
drives in the primary partition, none of these get cloned; they get
replaced with additional extended partitions so that win95+ is needed
to see them.

Is there a HD cloning program which does this stuff properly, i.e.
just a straight image?
