Is the Out of Office Assistant in 2000 and 2003 able to respond to
non-exhange email users? If a user is on a network with an exchange server,
will the out of office assistant send automatic replies to people outside of
their network and to people who are not using exchange or outlook?

yes, if the Exchange administrator allows it. Usually, they don't, as a
safety measure to prevent mail loops.

The Out of Office Assistant is only available if you have Microsoft Exchange
Service in your Outlook profile.
