Is Service Pack 1 contained in Service Pack 2?

I'd like to know if these are separate and distinct service
packs or if SP2 is just an upgrade of SP1.

Yes, SP1 is contained in SP2.

XP Service packs (and all MS OS service packs I think) are cumulative, that
is everything in SP1 is included in SP2 (everything in SP3 will include
SP1+SP2 etc)

Yes. You don't need sp1. Sp2 has it all. Read up on autostreamer, for an XP backup.
 
Yes service pack 1 is included in the service pack 2 download/CD

Service Pack 2 includes everything in Service Pack 1.
There is no need to install SP1 before installing SP2.
