Is "Safe Mode with Command Prompt" just "CMD.EXE"?

If you are having a problem with W2K Starting normall
(like freezing) one option that can be tried is bootin
into Safe Mode

If regular Safe Mode doesn't work (system freezes) the
trying "Safe Mode with Command Prompt" makes sense
But what gets loaded in this type of Safe Mode? Is it jus
the execution of "cmd.exe"? Or does some other form o
DOS get loaded as well like "NTFSDOS Professional"

Please, anyone who knows what exactly gets loaded i
"Safe Mode with Command Prompt", let me know. Thi
would help me greatly understand what tools I have availabl
when troubleshooting a freeze, etc

I have the problem that even booting to "Safe Mode with
Command Prompt" I do not even have the keyboard working so
that I can't even work with the computer that way
