Is restoring the last known good configuration the same as restoring the
previous registry?

That is not necessarily the previous registry settings; and wouldn't be if
it didn't result if a successful boot. It could be a few restore points
back.

No. Use regedit to go look in the registry. Under HKLM\System, you are
booting using the CurrentControlSet settings. Now look at the ControlSetxxx
subkeys. Guess what they're for. You are using the SAME registry files to
boot when you select "known good configuration".
