is publication 2007 upgraded version of front page 2003?

publication 2007? do you mean Publisher 2007?

if so; NO (definitely)

Publisher 2007 is a desktop publishing program (print) - although it can
create very simple web sites but...DON'T.

Expression Web V2, may be considered the next generation of FrontPage...I
guess.
