is outlook connector only available to subscribers?

i keep getting a message that outlook connector is only available to
subscribers, and can not see my hotmail in outlook?
 
Calendar functionality is only for subscribers.
The only condition is that you must have the Windows Live interface.

That is when you logon to your Hotmail account via the web interface. Only
upgraded accounts are compatible with the connector.
