is my mobo dead? how can i test it?

Assume my video card, monitor, ram, psu, and cpu all works. My comp won't
post. I've unpluuged
all fans and disconnected every other hardware to hear my cpu buzz when I
turn on comp and the green power light on the mobo comes on. I see no burns
or black marks anywhere on the mobo, especially around the coil and
capacitor-like things.

1) So should I assume my mobo is dead?

2) Any other way to test the mobo?

3) I do hear activity under my heat sink, so can I assume my cpu is ok?

Mobos come with low quality CMOS batteries. (They look like a cell battery
for a watch and the size of a quarter.) $3 at Radio Shack for a good one.

Your power supply could be dying so try a known good one. Do your fans spin?

Fans spin, yes. Regarding the cmos battery shouldn't the comp still post
even without a cmos battery in it?

What does that mean ?! The only things that make noise are fans and
mechanical drives.

The CPU is under the heat sink and it has no movable parts.....so where is
the noise coming from????
Plugged in properly?? Lever down?? thermal paste?? heatsink on nice and
snug??

Seen this once ....
Healthy CMOS batteries should be around 3V (try to get a voltage meter
somewhere)..
If it is far less (1V or so) the baord may not boot.

Other than cooling fans there's nothing on the board that should make
noise. The fans are normally on top of the heat sinks, not under
them.

I've chucked many a dead board over the years, never with any marks on
them.
