Is Microsoft Outlook 2007 fully funtional on a computer now runni.

I am now running a high end computer with Windows XP service pak 2 and
Microsoft office 2003. If I install the new Microsoft Outlook 2007 without
upgrading to vista and Office 2007, will outlook be fully funtional?
 
Yes, assuming that you install Windows Desktop Search 3.0 to get the new "instant search" functionality.

Provided 1) you uninstall Outlook 2003 and 2) you purchase a license for
Outlook 2007, yes. Your existing Outlook/Office 2003 license does not give
you the right to use Outlook 2007.
