is it true that office 2003 is not compatiable with earlier versio

i am thinking about upgrading, but i have heard that 2003 is not compatiable
with earlier versions. any truth to that?

Compatible how? By default Access 2003 uses the 2000 file format (as does
Access 2002). If you change that and create a file in the 2002/2003 format
then it can still be used with Access 2002, but not with Access 2000 or
older. If you leave it as the default then the file can be opened by Access
2000 or higher.

Even if you stay with the 2000 file format there are features/functionality
that were introduced in 2003 and if you use any of those in your file then
they will not work if the file is opened in an older version. Likewise, you
could use a feature/functionality that was introduced in the 2002 version in
which case both Access 2003 and 2002 would be ok but Access 2000 would have
problems.

As long as you stay with the 2000 file format and avoid any stuff introduced
after Access 2000 then all three of the latest versions will be able to use
it. The newer versions can also save a file in the Access 97 file format,
but then you have even more functionality that you would have to avoid
(everything that was new in 2000 and above).

Microsoft Office 2003 is not compatible with any version of Windows that
doesn't support .Net Framework 1.1, which means Microsoft Office 2003 can
only be installed on Windows 2000 SP-3, Windows XP, or later versions.
