Is it possible to use Photoshop plugins with Photofiltre or other freeware?

The GIMP has a plugin called PSPI that allows the GIMP to use Photoshop
plugins. Photofiltre has a number of plugins that are designed to be
used with it but it does not allow use of Photoshop plugins.

Oh, I failed to mention that the "PSPI" plugin only works with the
Windows version of the GIMP.

Not with Photofiltre, only with it's bigger shareware-brother PhotoFiltre
Studio.

But Serif's Photoplus can:
