is it possible to delete sp4 files from dos?

since my computer refuses to give me ANY cpu power to
delete the files, can I do it in dos?
 
Well there is NO dos in Windows 2000 only a Commandline interface for NT
and a "DOS emulator" and you would need to explain what SP4 files you
need to delete plus any error messages.
