Is it possible to create custom branded templates for Outlook?

I've been asked to create an email marketing template for Constant Contact
and a similar one the office can use for sending announements in Outlook. Is
that possible? Other than basic background and type/font options in Outlook,
I can't see that this is possible. Please advise. I use Vista if that
matters...
 
Where can I find out how to make it in HTML editor? I don't quite know what
that means or requires.

Are you familiar with frontpage or dreamweaver? Those are html editors.
After creating it in the editor, you use the insert, file to insert it as
text.

Do you know Word? Create it in Word and save it as HTML.
 
Me, again. I saved a Word layout to HTML, but how do I get it to show up in
the body of the email? Every insert sort of function I try inserts it as an
attachment.
