No. You must give the person administrative privlages. You can how ever give permission to use programs by right clicking the shortcut/program and clicking run as. Then type your administative account and password

I don't know about XP Home. But, XP Pro has "Power User" Level
accounts. You can set this through the Computer Management module under
adminastative tools.
