Is it possible to change the core language after install

I received a computer installed with Windows but in the
wrong language. I have the CD and windows in Dutch. Is it
possible to change this after install without the need of
a new CD

No, you need to purchase the "full version" of Windows XP,
in the language of your choice, reformat the drive and install
the new language version "clean".
