Is it possible to add an acount from another domain to a trusted domain?

I have a two way trust. I need to run a service that logs in as
domain1\administrator but it needs to access a service on domain2. I tried
everything I could think of in AD but couldn't figure it out.

You say you have a 2-way trust ... Is this a normal inter-domain trust, an
inter-forest trust or an NTLM trust?

If the trust actually exists and is configured correctly, you find the
resource you want the account to access, assign appropriate permissions to
that account by choosing the domain the account is in ...

Or am I missing something?

I'm going to get back to you later - the issue may not be the rights
through ad but because I'm running a process wrong - it reports I don't have
rights, but it might be the process is set up wrong, not the domain rights.

You may want to make sure that you have the proper User Right Assignments
defined on the Server that needs to run the process as the other User
Account. I am assuming that it is a Service that needs a User Account
Defined. So if that is the case you need to make sure that the User Right
Assignement of Logon as a Service has that Domain User / Domain Group
Defined.
