Is it poissble to create Outlook diary appointments from IE?

I have an online diary with data stored in a MySQL DB. Some users want to
keep their outlook diary and handhelds in sync with this online diary

.. Is there a way to update outlook with new or revised appointments when
using IE, or is the only way to send appointment emails like Outlook would do
when requesting a meeting with a third party?

Altenatively could I develop something in ActiveX or a small app which IE
could control and update Outlook that way?
