Is it allowed to change x86 to x64 or vice versa?

I understand that retail version of Windows Vista Ultimate comes with
two CDs, one for x86 and other for x64. Suppose I initially installed
x86 version. Then, am I allowed to install x64 after uninstalling x86?

Yes, but you might have to call Microsoft when activating, but you won't
have any trouble there. You are allowed to have it installed on one machine
at a time, and can go from x86 to x64 and back again...
 
Yes, as long as you only have one installed at a time.
The retail version comes with two DVDs, one 32 bit and the other 64
bit, no CDs in the package.
Also while the other versions do not come with a 64 bit DVD, the DVD
can be ordered as well as CDs for all 4 versions of Vista:

Vista Home Basic, Premium, Ultimate and Business are all the same base
OS designed to appear different, with each adding to the same core.

Vista 32 vs. 64 are different OSs that are designed to look the same.

So that's why it's not as easy as switching from one to the other.
