Is it a virus?

My Norton Firewall is disabled. I tried enabling it, but in vain and kept
getting the message that I didn’t have the administrative rights. Also, I
can’t sign in hotmail or yahoo mail accounts. I get the message that page
can’t be displayed. I ran AV and found no virus either. So far, I have found
no solution to the problem. Any help will be sincerely appreciated.

No. It is an OS generated message about OS permissions.
