When I copy a short file to a "read-only" cd, does the Windows copy function
finalize the cd?

What the inbuilt burning does is stash up files on hard disk, until such
time as you tell it to write these to CD. It then writes the lot as a
single ISO 'session', with a 14MB overhead - so take that into
consideration if writing 'short' files. At the end it closes this
session - making the disk readable on almost any computer - but does not
close the *disk*, so you can add more sessions. If you put the disk
back in, and let it open in Explorer, there will be two sections - files
on disk, and 'files waiting to be writeten' which will show any you have
stashed mean-time, and to which you can drag more, ready for the next
session
