IRQs on WinXP Pro

I am running a pro audio (Mia by Echo) sound card that requires its own IRQ to run, yet it is being shared on IRQ 9 by several other plug and play devices. When I go into device manager to attempt to change the IRQ setting, I am not enabled access to turn off the automatic settings and assign a new IRQ. I've also tried to modify this setting via the system BIOS, but I think Windows XP Professional reassigns the PCI IRQs itself. I have administrator status on the machine, so why am I not allowed access to these settings, and if possible, how to I gain access? Thanks.
